What it does
The refusal to generate is the design, not a limitation. A question you answer yourself produces a sentence you own; a sentence handed to you produces a paragraph you will delete next week.
What this looks like in your genre
memoir. Memoir blocks are usually not craft problems. You stop at a particular chapter — the illness, the leaving, the argument — and no technique helps, because the question is whether you are willing to put this on a page your sister will read.
business. Business-book blocks are almost always argument blocks. You stop at chapter six because chapter six was going to support a claim you no longer believe, or because two chapters are making the same point and you can feel it.
childrens. Blocks in children's writing usually come from an unresolved age-band decision or from a story where the adult solves the problem. Both feel like a failure of imagination and are structural.
fiction. A novel that stops has almost always gone wrong three to five chapters earlier — a character established in a way that makes the next scene impossible, or a promise made in chapter one the book has abandoned. Your instincts noticed before you did.
non fiction. Non-fiction stalls when the evidence runs out or the argument turns out to be thinner than the outline. That is genuinely useful information arriving in an unwelcome form.
